<p>It means you'll be eligible for federal grants and loans, and depending on the school, probably some grants from the school as well.</p>
<p>In theory, if you go to a school that meets "full need" (most do not), they will come up with a financial aid package (grants, loans, work study) that will cover the full cost of college (tuition, room & board, books, misc).</p>
