<p>They have to give you a decision, but I suspect that if they don’t get your grades the decision will probably be negative. To be clear, I have no basis for that other than intuition.</p>
<p>I say there will be no “Final” decision until you send in all your grades. Any decision you receive will be contingent on receipt of those and final semester grades. Whether the admission folks follow up on any outstanding grades is unknown to me. Maybe your file has a special sticker that says No Decision Until Mid Year Grades/Report.
How bad are those grades?</p>

<p>He should be able to see if they think his file is “incomplete”. They may indeed have it marked for no decision pending that information. He should call and talk to his admissions counselor.</p>
<p>I believe sending final senior grades and proof of graduation is required by all universities before acceptance is truly “final”.</p>
<p>I have read of kids slipping through the cracks in that regard here on cc, but that seems a very big risk to take with something so important.</p>
