<p>I don’t think so. They probably ask this because standards of teaching are different in different countries. If you already attend school in the U.S., you shouldn’t have to respond to this even if you are an international. The “regardless of citizenship” is there for US citizens studying in countries other than the U.S.
U.S. and Canadian education systems are pretty much the same, except Canada’s is harder presumably but on the same par of teaching discipline as here in the States. So the document considers that students of the two countries shouldn’t need to fill the specific form that you are refering to.</p>
