Question regarind EA (I'm an International)

I know that Harvard uses a restrictive EA system--and I understand that if I send my app early to Harvard, then I won't be able to EA another university in the States, but my question is this: would I be able to apply to a university in another country?

The circumstances that have me asking this rather peculiar question are these: I'm a Korean international student and I really want to apply EA to Harvard, but I also want to apply RD to several Korean universitites as well. However, Korea's schooling system has a January-to-December school year (as opposed to the mid-year to mid-year school year the American system uses), and thus I need to send in my RD apps for the Korean universities during the first semester of my senior year--which would coincide with the time I would need to send in my EA for Harvard.

Question: would Harvard view this as a violation of the restrictive EA rules?

I really need an answer to this, and if no one's sure--should I perhaps email Harvard and ask? I really don't know what to do. I was planning on going ahead and doing it, never thinking that it might violate the Harvard EA rules, but a friend pointed it out to me a couple of days ago, and now I'm fairly worried about what to do. Does anybody have an answer?

Anyway, thanks in advance!

You want to be safe on this, so I think you should just go ahead and email Harvard:)

See the section on Application Materials in the prospectus and on the website, under the heading "Important Information About Early Admission", it says: "(students) may also apply in the fall to any institution under its Regular Action program, and to foreign colleges and universities on any application schedule."

Just to clarify, that quote above is from the Harvard application itself.

Same thing applies to me at English colleges... Yeah you can apply to any foreign schools regardless of time period.
