Question

Would transfer admissions look more highly of a student with 3.5 gpa from out of state higher then a wisconsin or minnesota resident with similar grades?

Doubt it. You are not competing for a spot with the freshmen starting next fall. UW wants you to be able to do well, hence the gpa requirements et al. They don’t want to admit you only to have you fail to do well enough to be successful in a major. Show them you can do well with college level courses and can probably handle the likely more rigorous curriculum of UW. It could matter WHICH instate or OOS school you are attending- Harvard or “Podunk” U for example.

thanks wis75! always a help to a over anxious madison applicant.
