question?

Can a professor add you to his class if you are registered in the same class but a different period and with a different professor?

don't believe so, since he'll probably think that you think he is easier so you want to take his class. Also, they're different CRN #s so they're really different classes. It WOULD be possible if you had 1 teacher but wanted to transfer sections or something.

What if you know the professor?

My question is not if a professor would do it but rather does he/she have the power to do it. Does anyone know?

I think a professor can add you if you are waitlisted for his/her class, but I do not think they have the power to add you if you are registered for another professor - even if it is the same subject.
