Say someone got 760 760 760 = 2280 on their SAT I. Would most colleges see this as being basically equivalent to 800 800 800?

no... 0 does not equal 1 as much as 760 doesnt equal 800

This isn't exactly 0 = 1 inequality. I am asking this question because I've heard many statements claiming admissions officers sometimes treat a 760,770,etc as equivalent to an 800.

It may not be seen that way, but possibly could be seen as 'you did well enough'. (After a certain range scores become statistically insignificant predictors of anything but income.)

i got a 730 on math...would you want them to see my scores as the same as yours? no
a 790, maybe even 780, might be treated "like" a 800...but an 800 is perfect, and unless you get perfect, i dont think people will see it as that
good job on the straight 760s, but it isnt 800s, sorry

Thanks for the insights.

I didn't get straight 760s, this was only a hypothetical sort of question.

I got CR 760 M 770 W 790 = 2320
