does anybody know anything about the 'Cognitive and Neuroscience Study' program that is offered at mac?

I honestly don't know anything about it. A friend of mine majored in it and liked it a lot, but I don't know more details. You can check out more about the program online though:

Their website seems old; I don't know if there's a new one. But under 'course pages' it has a link for students' blogs (they call them diaries) which may be informative to look through.
Sorry I couldn't be of more help.

That’s one thing that drew me to MAC. It is supposedly the hardest major and seems to be really good. The diaries on the web page are fun and helpful.

The neuroscience program has the highest average GPA (~3.75). I think this is more because of the quality of the students in the department. The hardest thing about the major is the breadth of study required, which ranges from bio to comp sci, philosophy, chemistry, etc. So you have to be very flexible in what you are willing to take. I enjoyed what classes I took but I'm putting my neuro major on the backburner till I know what my plans are..
