when is the best time to transfer? freshman or sophomore?

it's up to you
i am going to be a first year starting september, and i think i'll do transfer app after my first year... so... i'll start 3rd year at the new school

if you really want to transfer, i'd say do it as soon as possible, submitting your application while you are a freshman and entering your new school as a sophomore. if you think your application will look better after two years, i would say still try to submit it this year anyway. even if you get rejected, when you apply again a year later the school will remember you, know you are really passionate about going there, and also see how you've improved.

I will have accrued 56 credits by the end of Spring 2006 semester and it will be my THIRD semester in college. Under such a scenario, should I seek soph or junior transfer?

It really depends on how will you did in highschool if you have a low HS GPA you could apply but highly unlikely you'll get into 2nd year.

Lifelessmachine- You should email the schools you hope to transfer to and see what they suggest you do.
