Questions a/b the admit process

1) I'm a communtiy college student at North Harris Montgomery Community College District (ranked #37 in nation on a national community college ranking, yes they have those, and no i didn't think anybody would actually care enough to make rankings for CCs either). As such, am I viewed as second rate status when compared to those at 4 year institutions? Part of me would say hell yes because 4 year universities are typically harder, but part of me says no because I would figure committees see CC students as having more of a reason to transfer. Nobody wants to actually stay at a CC whereas 4 year university students have to explain the problem with their current school. So which one is right?

2) If I apply to a school/major (for simplicity's sake we'll say UT McCombs) and am not accepted to the business school, is it typical for universities to offer a student a position at the liberal arts college? Anyone ever had that happen to them? I am concerned that while many of the places I apply to may be good matches when considering the "university," the business schools are going to be much more difficult to get into. I'm wondering if I should consider applying to just the "college of general studies" for one of my schools since that will be 99% guaranteed.
