Questions about Rutgers required credentials.

I’m currently a freshman in my first semester at a university. I really want to transfer to Rutgers New Brunswick for the fall semester next year. I was rejected when I applied as a high school senior. At that time, my grades were alright for the most part, mainly B minuses. Since I’m not a great test taker, my SAT score (on a 2400 scale) was 1390.

I’m taking 5 courses this semester, so I’ll have 15 credits plus 3 more from doing the EOF program this past summer. I looked up information on what I’ll need for my application as a transfer student, but I’m unsure about some parts. I’m looking at this under the “required credentials” section of the Rutgers website.

“Transfer students who have less than 24 college credits completed are required to submit (a) high school transcript(s). For transfer students who have completed 24+ credits it is recommended to submit (a) high school transcript(s).”

I’m taking 5 courses this spring semester, so I’ll have 33 credits done by the end of the school year. Do I still HAVE to submit my high school transcript if I’m going to have that many credits by then? Or do I still have to submit my transcript because the application deadline is before the spring semester ends?

“You are not required to submit SAT or ACT scores if:
…You finished high school and subsequently completed 12 college credits with final course grades available by the Application Due Date.”

But then this is where it confuses me…

“You are required to submit official SAT or ACT scores if:
You are currently in your first semester of college, and
You will complete fewer than 12 college credits by the Application Due Date, and
… You graduated from high school fewer than two years before beginning classes at Rutgers.”

I’m currently in my first semester of college, but I’ll have over 12 credits done by the due date (February 1, 2017). I just graduated this past June, so by the time I start the fall semester at Rutgers I’ll be out of high school for a year and a half instead of two years. Do I still have to submit my SAT scores?

Also, is there any advice for me that’ll raise my chances of getting accepted? This is the school I’ve really wanted to get into so I’m really determined to get my GPA up this semester.
