2.I dont know sorry

3 & 4. There really about the same unless you want to live in Dorms for SBCC then that will make you fork up and extra 8-14k

I would choose SBCC because of its amazing location, campus, and because it would probably be easier for ME to transfer into UCSB

SMC is VERY crowded. Getting classes is so rough from what i hear from the many people that i know that go there, SBCC is not bad with getting classes. as far as transferring, SBCC was ranked #1 CC in the country mainly because of its transfer program. it offers TAGs (that guaranteed admission) to all UCs (except UCLA, UCB and UCSD) and many CSU (not cal poly or long beach) as well as many other private schools such as Syracuse University.
As for partying, yes there is a big party scene, but that is mainly people who like in Isla Vista (right next to UCSB aka #2 party school in the US) but that is easy to avoid IF u live in SB which is about 15 miles south of IV (yea UCSB is not IN SB actually)
1.which one should i choose ?
if your looking to transfer to a UC or CSU i would have to say SBCC because of their TAG program

2.which one has the best computer science major
not sure, however, check out Assist.org. it shows you the required classes you need to transfer from any CC to a UC or CSU. this will show specifically which requirements and classes you need to fulfill to transfer to your prospective institution. from what i know SBCC has good computer science but then again i know very little. but you will mainly be doing GE’s and very very basic major prep at either CC so just make sure the 4 year you want to go to has a good one and if you can transfer in

3.what’s the cost of studying&living in Santa Monica
Santa Monica is expensive, but there are place in LA you can live (maybe not WANT to live) that can make SMC possible. not sure how expensive the school itself is

4.what’s the cost of studying&living in Santa barbara
Santa Barbara is expensive no matter where you live. Rent is NOT cheap and as a result many students have to have multiple roommates, this is the biggest issue with going to SBCC. however, people seem to manage and stay pretty happy. Also SBCC has great financial aid programs that help with books and class fees. :)

5.which one would u choose if your budget is like (2.5k - 30k) per year [including all the expenses]

ok im not sure if you meant 25k to 30k per year or 2.5 to 3.0k. but either way if you can make the expense work. SBCC is the best choice. aside from the fact that the campus overlooks the ocean and is literally steps from the beach, this has a great vibe. people are nice, there are people who like to have fun (partying) and also people who like to take their studies seriously. SBCC is also perhaps the one of the best stepping stools to university in the country. you have the TAG program and even for UCs that you cant tag into, there are high acceptance rates. Additionally, i know some people that have transferred into top notch all over the country not just in Cali. i know a Johns Hopkins transfer, and NYU transfer, a Colombia transfer, ect.

Good Luck and i hope that you find what you are looking for wherever you decide :)
