questions about supplements

What exactly does it mean that a college's supplement must be submitted "concurrently" with the common app? I understand that for a hand-in-hand college you have to submit them both online from the same account,, but sending them "concurrently" doesn't really make sense. To my knowledge you can't somehow have them attached together and sent; you have to click two separate buttons and you can't do it in one fell swoop. Does it mean you have to submit the supplement on the same day or something? Some colleges, under college info, just say that you need to submit the supplement before the deadline, which makes sense.

Also, the entire hand-in-hand college concept doesn't really make sense to me; it seems kind of obvious that you have to send in both the common app and the supplement before you're an applicant. Is that somehow not true for colleges that don't mark themselves as hand-in-hand?

I think that they won't consider your common app until your supplement is in...so they won't consider your application complete until they get everything. So if you get the common app in on time but not the supplement, then they won't count the application as in on time. I am not sure exactly what they mean by concurrently. There are some colleges that will start to read your application even if the whole thing isn't complete, so I guess this college is just letting you know that they want everything done first.
