Im an out state transfer from Calfornia and will pay OS tuition. Im just wondering will my tuition rate still be outstate tuition for the second year?
I dont know if they would change my residential status at the 2nd year attending UIUC.

Secondly, is it cheaper to live in dorm or private housing or apartment? which one is more private? Is it too late to register for a dorm?

Basically to be considered a resident of Illinois for tuition purposes, you will need to prove: (a) you have been residing in Illinois for at least one year with the intent to become a permanent resident and "primarily for other than educational purposes" (in other words you won't be able to count any of your time coming here to go to college); and (b) you are independent of your parents if they reside in another state -- to prove independence, you basically have to show that they are paying nothing for your college, travelling or living expenses, you don't go home there during the summer, you have an apartment here and you have a job and are paying your own living/college expenses.

Dorms are cheaper than Private Certified Housing (which range in price from a little more expensive than the dorms to a lot more). Whether apartments are more expensive just depends on apartment, number living in it, what you spend on food, etc. However, apartment living usually ends up being more expensive than the dorms (but possibly cheaper than some of the expensive private certified housing). You can still apply for dorms or private certified housing but some or many places may already be or close to full.
