<p>Deferred applicants are essentially reviewed as if they applied RD. So you are at no advantage, nor disadvantage to the RD applicants. That's why it's roughly the same admit rate.</p>
<p>You can just send the essay through the mail.</p>
<p>You don't need to send the essay by the deadline, but earlier is certainly better. You want your essay to arrive and be read in time for selection, which begins in mid-February every year, so the last date to send supplemental materials for RD consideration is approximately February 1.</p>
