<p>When you apply to a college, do you have to apply to a specific school (as in school of business, or engineering, etc.) within that college or can you just apply to the college itself ? In other words.. lets say I wanted to go to UPenn, and wanted to pursue a business major. I know that getting into Wharton is extremely hard so could I just apply to UPenn and not the UPenn Wharton school of Business and try to transfer into the school later on?</p>

<p>What you're asking about depends on the system at different universities. The state university I applied to did have a separate admission process for each "college" in the university. It may be that other universities don't operate that way. Many universities still have their application forms and instructions posted on their websites, and you can check those for what you have to do at universities you are interested in.</p>
<p>Since you asked about Penn specifically, it is very difficult to do an internal transfer into Wharton...I read somewhere that in recent years, applicants needed 3.8+ GPA plus some other requirements to be considered for an internal transfer.</p>
<p>But in general, as tokenadult has said, policies will vary from school to school. Penn requires you to specify which college you want to apply for, whereas Stanford I believe has one app for the entire university.</p>

<p>When you apply to Penn, you specify whether you want to apply to Wharton, CAS, SEAS, etc. </p>
<p>Say you apply to CAS and are admitted. During your first year in CAS, you decide you want to transfer into Wharton for second year; that's called an "internal transfer" and is very difficult to do.</p>
