On the reading portion of the exam, I've been reading the passages and then going to the questions, giving myself 4 minutes to read the whole thing and 4 minutes to answer the questions.

Which portions of the passages do you skim the most, and which do you pay attention to the most? For example, do you read the first paragraph, last paragraph and skim the rest only keeping check on the first and last sentence on every paragraph?

Also, I might be getting confused with the SAT, but are the questions on the ACT in order with the passage?

My advice is try to read the entire thing in four minutes without giving special preference to no paragraph because ultimately you’re gonna go back and look for the answer. The 4 minute skim is only to get a feel for the passage. You don’t wanna read too into it.
As for the order of the questions, I think its random; just inferring (implied) or referring (look back at specific line #) questions.
I hope this helps.

I agree. If you simply read it all, the answers will come much much quicker to you.

I agree, but don’t be so focused on reading it in four minutes that you don’t absorb the material either. Then you’ll just be wasting time–You’d have to practically reread paragraphs when looking for answers. So read as quickly as you can while still absorbing it.
