Quick Grammar SAT Question

Why is this sentence wrong?

According to the band leader, neither the outdoor cafe not the amphitheaters located outside the mall provides a good spot for the band to make its debut.

The correct answer is: provide instead of provides

I don't get it. I thought if there is a neither...nor clause in a sentence, it should be treated as a singular?

I believe it’s because the second word ‘amphitheaters’ is plural and so the verb has to be ‘provide’ to match the second word.

So that means that whenever there is a neither…nor, we refer to the second object to know whether to use plural or singular for the verb?
