If one were to take both the SAT and ACT, and score much higher on the ACT, can one submit the ACT score to schools which follow the College Board’s Score Choice policy?

Each college details how they want scores submitted. SAt and ACT are managed by two different companies. All colleges now accept either test. So you can submit all scores from both tests, or only one test, or superscore, or whatever it is they ask for. You need to look at each website. There is no definitive answer here.
You can submit either ACT or SAT except for some schools that want all scores like Stanford (unless it is a financial burden).
Georgetown and Stanford require you tro submit both all SAT tests and all ACT tests. As far as I have been able to determine, no other college in the nation requires you to submit both tests if you have taken both. There are a small number, e.g., Yale, who want all of both tests if you choose to send both tests.
