<p>Husson College
Bangor, Maine</p>
<p>Keene State College
Keene, New Hampshire</p>
<p>University of Michigan: Flint
Flint, Michigan</p>
<p>Only Husson and Flint have costs of less than $15,000 per year for out-of-state students as well. </p>
<p>I don't know about masters, though; I suppose you'll have to make do with this. Keene probably offers the masters, as teaching and psychology are its specialties, but I'm not sure about the others.</p>
