I was looking at Silverturtle's Guide and I saw this: "Why are Bob and Sally working together? not" followed by "Why is Bob and Sally working together?"
I was wondering if the "not" is referring to the 1st sentence as wrong or the 2nd sentence as wrong becaues the 2nd sentence was on a different line.....IDK... I'm pretty sure he meant that the 2nd sentence is wrong but I just want to double check.

bob and sally are the subject sO the verb would need to be are
