Next year I'll be the editor-in-chief of my school paper, and I'm pretty proud of our little publication and the time spent creating it. Would it be okay to enclose a copy of our student newspaper with my college applications, or is that a bad idea?

the applications usually say that they do not want anything besides what they specify

Bad idea. You can describe it on an activities sheet, but do not send a copy in. Colleges will believe what you say.

Some colleges will look at extra information like what you're considering sending. Some will not. E-mail admissions of the colleges that you're applying to, and ask if it's OK to send a copy of your newspaper.
