R these ACT good enough?

OHIO State, Purdue, Georgia Tech, Penn State etc.

So my senior daugher got back her 3rd ACT scores and he was mad he got a 32! He previously got 33 and 31, his problem is he is a math/science person and wants to major in engineering. Her problem was the breakdown this time was 34 english, 34 math, 33 reading, 28 science (she was sick test day) I said its fine just send the 33 score to colleges (31 eng., 32 math, 34 reading, 33 science) Won’t those scores be good enough to get into honors programs at most engineering schools? She also has gpa 4.3 unweighted and top 2% in class w extra circulars as well.
