With 1610.3.8, you’re out of the bubble chart blue zone… even with summer session, especially since you didn’t apply by the priority deadline and you applied for one of the most competitive majors. Add to this that this year has been insanely competitive, and I don’t think you’ll even get branch campus, but you might, thanks to course rigor (APs and honors).
I’d say your odds for University Park are less than 5%, and unless you change from engineering to DUS, for branch campus less than 50%, if you change to DUS you’re likely to get into a branch campus.

Regardless, do post your results, as it’ll be very useful to other students who plan to attend Penn State or other schools in PA.
You’re going to be declined. Yes, you made NHS but you’re average isn’t superb and neither are your SAT scores. AP’s look good but depends on what you got on them.

Considering the number of high stats kids who got denied this year, wow!
The 8 Honors/5 Aps(especially the Aps) must have offset the test score - engineering typically wants much higher scores and results, especially in math, and you may have had a great EC list and essay?
