Milwaukee School of Engineering
Mississippi State University
Montana State University
Oklahoma State University
Rochester Institute of Technology
SUNY Buffalo

I can’t really talk about the CS departments at all the colleges in your list. I know about IIT and CS department there is absolutely fine. Since it is primarily a tech school, it is very strong in engineering and computer science. Also, IIT is in an urban setting and downtown Chicago is right there. You can use the subway for free with the U-Pass that will be provided by the university. Any CTA bus or train costs nothing.

EDIT: You will be provided with an I-Pad as soon as you arrive on campus.

Considering the overall reputation in engineering (generally, CS is incorporated into engineering), I can say that IUPUI, Michigan Tech, MSU, OSU and RIT are also strong. SUNY Buffalo is usually a reputed university but I have never inquired about it.
