My mom often deals with management type software/hardware engineers through real estate and she often tells me that the engineers seem most impressed by a school generally through this hierarchy:

(Ranked in no particular order, just to give a general idea)
-UC Berkeley/Caltech

-UCLA/USC/Texas A&M/UCSD/University of Washington

-UCSB/UCI/Calpoly SLO (higher in CA)/UCD

-UCSC/UCR/Calpoly Pomona

I don't know much about Washington State or Texas Tech so I can't really make a judgment about them.

^ undergrad or grad. those might be way off.
