<p>Well, in some states, the minimum state requirements for college eligibility are no requirements to enter the open admission community colleges.</p>

<p>If you mean preparation to be eligible to enter the four year schools, then this is not generally required for high school graduation, although high schools tend to offer at least the minimum set of courses to become eligible (assuming other requirements like GPA and/or testing requirements are fulfilled).</p>
