RD Chances?

I applied EA to Umich, but I’m considering other schools in case I get deferred or denied. I’ve been researching and I’m wondering if I should give Notre Dame a shot

GPA - 4.17 weighted, 3.92 unweighted
Rank- 12/585 (public school)
ACT- 30 (E29 M31 R30 S28, W20), new SAT- 1390 (M700, R690). Retook SAT last week, and retaking ACT this week.
APs (10 total): World (4), Calc BC (4), Chem (3), Lang (5), Psych (4), Bio, Comp Sci, Stats, Macro, Lit. Also 3 years of Latin, Latin 4 and AP not offered.
ECs: Ethnic Youth Group (9-12), Youth Group Choir (12), Concert Band (9-12), Marching Band (9-12) - Section Leader (11-12), Pep Band (10-12), Cross Country (11-12) - Varsity Letter (12), Soccer (9-10), Graphic Design Club (11-12) - Lead Member (12) - started website and online platform. I did several designs for the community that were printed prior

I want a really honest opinion!! My tests scores definitely hurt, and possibly my rank, GPA. I’m also OOS (MI resident) and not a legacy, URM, or first-gen.
I’m extremely active in my Vietnamese-Catholic youth group (we do dances, performances, training, camp, puzzles, worship, and conventions regularly. I’ve lead a skit, and also have awards and leadership roles), so I’m thinking that could help a ton especially with my other ecs.
I’m also considering Ohio State, and I’ve been accepted to my safety (Michigan St)

I would give Notre Dame a shot if it’s a school that you really like and could see spending the next 4 years attending.

Your GPA and rank look pretty decent. You appear to have taken a very rigorous schedule. Your standardized test scores will definitely hurt you. Your chances of getting admitted to ND are not very good, but it’s definitely possible if you wrote some compelling essays.
