Are you notified at the time of the decision whether you get the OOS waiver?
Yes, you find out if you got the OOS waiver on the same page as your acceptance notification (on the check your status site). There is an area on the page for scholarships, which is where the OOS waiver will be listed. Any other scholarships you receive will be listed there as well.

Congrats @wvalx2001 ! The waiver makes FSU a pretty good deal for out of state students, and Florida in the winter is a great place to be.
