Re-apply CAS for Transfer Spring 2020?

Hi everyone. I have just been rejected for CAS Transfer Fall 2019. I am not sure why I am rejected in the first round, but still I am planning for reapply for Spring 2020. I am just curious whether it is possible.
(BTW does intended major matters? Will indicating CS as intended major ruin my chances?)

Here is some Cornell Transfer data from 2015

  • includes spring semester transfers. Cornell typically enrolls 80–120 new transfer students each spring semester. Not all Cornell colleges/schools enroll transfer students for the spring semester.

Students at Cornell can major in CS either in Engineering, or in Arts and Sciences.
While Cornell enrolls 500-600 transfer students a year, only about 100 are accepted to Arts and Sciences or Engineering.

So, with only about 100 spots, applying to transfer into CS or, for that matter any engineering or Arts and Sciences major, at Cornell is much more difficult than Cornell’s overall transfer acceptance rate makes it appear.
