Reaching Out to Admissions Counselors?

Hi,

I know that at schools that track interest (of which I’m applying to a couple), it is important to reach out to your admissions representative. What sort of e-mail should I send? Should I think up a few questions, or just introduce myself?

Also… would summer be the best time or the fall? I imagine they don’t necessarily work as many hours in the summer (or I a may be wrong on this?) but I’m sure they are busy and on the road in the fall.
