The sentence establishes is a contrast between curving roads and straight streets. Curving roads have a variety of shapes; straight streets are uniform.
You might be attracted to D (the trap answer). To see that “recurring”=repeating is wrong, consider that two-dimensionality is not something that repeats. There are not many two-dimensionalities. There is only one, and it is uniform or unvarying.
Not knowing the street layouts of either Puerto Rico or Brooklyn, I would still have gone with C as the best contrast.
