So, I have a green card (lived in U.S for 5 years) and I study economics in federal university in my country (2nd year.. Brazil).

Now, my family is moving to U.S to get citizenship, and my dad will work there, and I got to go with them (I have few options to stay).

The problem is, I'm 21 (I have studied other course and quit) and if I were to start college in U.S I think I'd be too old.

But here is the worst part, the system in my country (Brazil) of M.A is that all people with B.A do a huge national test, and then the M.A schools pick the highest rated, IGNORING all university grades. So basically, university GPA is irrelevant here. So its kind of common for people to abandon some courses in the middle when they find it to be too much, get zeros, and have bad GPA's. My grades are not good at all

So, if I were to transfer my credits to U.S economics college, I'm afraid they wouldn't accept me because of grades. Is that right? My family is moving to Atlanta, I know the economiics schools there aren't high rated, so does that help?

My situation is really bad, and I really don't want to start from freshmen yet again, but it seems like only option, right?
