I'm a senior in high school, graduating in June 2015.
My cumulative GPA is a 2.97, SAT is 1490, and I plan to major in communications (I know it's impacted).
I live on a military base in the Pacific (if that makes admittance for me more likely), but my residency is in Cali.
I'm just really nervous because SFSU is my number one choice (CSU:EB and SJSU are my other two) and I really just want to get admitted already haha.

Average CSU GPA for SFSU is 3.3 and SAT score of 1560. You are below the average and since you want to apply for an impacted major, you need to be above those average Stats. You have a better chance at CSUEB.

You need to calculate your CSU GPA: <a href=“Cal State Apply | CSU”>https://secure.csumentor.edu/planning/high_school/gpa_calculator.asp

Then you need to calculate your Eligiblity Index: (CSU GPAX800) + (SAT M+CR).
Here is a chart of the EI’s for SJSU for each major to give you an idea of your chances there:

http://info.sjsu.edu/web-dbgen/narr/admission/rec-10079.11705.html

Unfortunately, SJSU is the only Cal State that publishes their EI’s yearly.

SFSU/SJSU: Low Reach
CSUEB: Match

I would apply to some non-impacted campuses for more matches such as Monterey Bay and Channel Islands.

Based on your info - i think they will accept you but, remember, they exclude a bunch of courses and the writing section of the SAT. Hard to know how that impacts your Eligibility Index

as Gumbymom suggests, you need to figure out your Eligibility Index to see where you really stand. I think a 3200+ gives you a good shot at SF State.
Good luck
