Reapplying to my top school from highschool - was previously waitlisted

Back in 2016, I applied EA for engineering at the University of Michigan, I was then deferred and then ultimately waitlisted. At first, I accepted the waitlist, but then later on during the summer, I took myself off of it because I wanted to get excited for college along with my friends and start planning roommates and stuff. I ended up going to a state school ranked decently well for engineering (top 30 in the country). Anyways, I’m not enjoying it here as much as I thought I would and am planning on applying to U Mich for comp sci in their school of engineering (I am currently studying comp sci). I feel that my prior waitlist will help me out, especially if I explain it in the why UMich essay, but what are your thoughts? Below are my stats.

HS GPA: 4.2 W 3.7 UW
ACT: 33 (34 superscored)
NHS and some other clubs and sports. Nothing too crazy

College at top 30 Engineering School (currently in third semester)
GPA: 3.6 (Should be able to get it to 3.7 by end of this semester)
Also on the schools rowing team (club level unfortunately as they don’t have a varsity level)

In the bit of research, I’ve seen, it looks as if their transfer acceptance rate is around 40%. Unclear to what school within the university it is for though. This school was my first choice when I applied the first time and its now my top transfer choice. What are your thoughts and opinions? Thanks

Apply. If you get in, great! If you don’t, you are still at a solid engineering program and can finish up there.
