Reasonably priced and/or merit-based programs?

I'm looking into some summer programs. The ones at prestigious colleges seem incredibly overpriced and like anyone who "applies" early can get in.
Does anyone know of reasonably priced and/or merit-based programs, particularly in the humanities? I'm interested in writing, law, philosophy, journalism, politics and history.
I already know about TASP, but other scholarship programs would be cool.
Thanks for your suggestions!

If you are a Central NY state resident, CNYAHEC has a nice & inexpensive program held at Ithaca College to explore health care careers. It is only 1 week, so I’d imagine not too in-depth.

Also, I don’t know in the current economy, but many of the “elite” New England boarding schools have programs with generous financial aid (Exeter, North Mount Hermon).
