Will a recomendation letter from a retired Colonel in the Marine Corps look better than a regular teacher for NASS and NROTC? I ask because 1/4 of my entire high school course load is MCJROTC.

^^^^^
Recommendation letters are not required as part of the NASS application.

The Navy ROTC application is very specific in that a recommendation is required from a math teacher and an english teacher. Those teacher's must be from either 11th or 12th grade. The NROTC application is an online process that does not have a provision for submitting additional recommendations.

My NROTC recruiter mentioned that he could add letters of recommendation to the application. Though the application is electronic, the recruiter sends his/her interview comments, as well as your pages of signatures (like a drug form, etc). If he will write you a letter, ask your recruiter for NROTC if they can include it for you, it can't hurt.
