Is your concern that you don’t have a complete application or are you hoping to replace old scores with the latest ACT ones? The first one is not an issue based on the link in #62. Honors program is tough to get into and scholarships rare for OOS students, but EA may improve your odds of getting in.
I think without better scores, it will be difficult to get into GaTech. I doubt they will substantially review your application before November.
