My S is very interested in Music and wants to minor in Music with a major in chemical or Biomedical Engineering. One Rec he is getting is from his Chemistry Teacher and the other one from his music teacher. He had 3 years of music and is known and liked by her. In colleges where there is no music , is the recommendation from the music teacher still okay to fulfill the two teacher recommendation requirement?

I would recommend that your son have 2 letters from academic subject teachers. Most colleges are also willing to look at another letter if you have it so he could send the music teacher rec in as a third.

Shennie, I think that is great advice.

I've asked my D to do the same, get recs from two academic subject teachers, and the music director who she has known for 7 years. It is very unlikely she will do anything beyond a music minor in college, but this person knows her so well, and music is such a passion for her, it would be a shame not to get a rec from him.
