Are these recommendation letters supposed to be different from the ones submitted with the application to the university?

What does the application for the scholarships ask for? In your other posting on this topic, you stated that the school wanted different ones…

I don’t know if they have to be different - that is my question. Can he just use the ones he used for the admission process? The requirements just specify two - one from an academic standpoint and one from a personal one. So the two he has used already fill these requirements. I am assuming the scholarship committee is separate from the admissions one but not sure if the scholarship committee is also looking at his initial application while reviewing his file.

Why not call the university and ask? My son had a similar question, but in regard to the essay–could he re-submit the same essay for the scholarship application if the application essay fits the new prompt? We called the school and were told “yes,” because the scholarship and admissions committees were completely separate and didn’t share info. This university did explicitly state in the scholarship instructions that the same or new recommendation letters could be submitted. But I would not assume the same rules apply for every university or scholarship. Contacting the school would seem to be the only way to get a definitive answer to your question and I can’t see how it could hurt to ask.

He has asked one of this teachers for another recommendation letter so he will have two new ones to submit. The requirements for the selective scholarship recommendation letters are a bit different so he’s trying to cover his bases (albeit close to the wire!).
