How should we handle recommendations from teachers at a foreign high school who are only semi-fluent in English? We could get them officially translated and notarized as colleges are requesting.(Would take time and money) Or I could translate them and ask the teacher to read and sign the translation if he/she agrees with it. The teachers can read Englsih but would have some difficulties writing fluently. Or they could give their letter to an English teacher colleague to translate. My D prefers to ask her history teacher for a rec because English class is at a lower level since it is aimed at foreign learners, while D is bilingual almost from birth.

Ask the colleges whether your second solution would be acceptable. In some ways, it is the easiest. However, some colleges do not look kindly on students and parents reading recs before they've been sent out. If that is not acceptable, ask whether solution 3 is acceptable, as it would save you some money.
