If I apply to a school early, is it okay if my teacher doesn’t hand in the recommendation yet? (like on the due date for the application early)

Some schools require all material by the deadline, others allow more time for supporting documentation. What does the school’s website say?
Are you asking if it’s okay for you to turn your application in before the deadline and your teacher to turn it in on the deadline? Then…
Most of the time materials don’t all arrive at the same time anyway. That’s normal. You can turn in your application and your teacher can turn in his recommendation later. As long as everything is in before the deadline you are good. (And sometimes, as TomSr said, there is leeway for supporting documentation to be late.)
If you are asking if your teacher can turn it in after a deadline…well, then, maybe…and even if so, it shouldn’t be too long after. Schools give some leeway, but I wouldn’t count on it.
