Can I apply to colleges from which I got rejected as a freshman admission? Are chances low for this case?
Nothing is preventing you from applying but ask your self has anything changed that would make you a more ideal candidate this time. Also look at the statistics for transfer students accepted and know your general odds going into it.

There is nothing wrong with applying again. It is not uncommon for students to get rejected from a certain school, decide to take the transfer route, and reapply as a more competitive applicant. However, you first need to know why you didn’t get accepted as a freshman. Assuming it was your GPA,
If you’d like to see transfer statistics for the institution you’re planning to reapply, google the institution’s name followed by “Common Data Set”. Once you find the PDF file of the Common Data Set for that particular school, head over to “Section D” for transfer statistics.
Apart from statistics and whatnot, once you reapply, you MUST disclose that you have applied before.

If nothing has really changed, then you should expect to get rejected again.
There is a reason that you were rejected, so you may want to ask your high school counselor to find out why you were rejected. Many times it’s the GPA combined with the ACT/SAT.
I realize that it is disappointing to be rejected, but if this door closed, you may want to try other schools.
My GPA was 3.83 (UW) and 34 ACT. I think my essays were really terrible.
