My guess would be budget cuts!

Call them; afaik you shouldn’t have to take out loans (check to be sure)

Regents’ at UCB is relatively lackluster, yet I took it over UCLA Regents.
You get at least $1000 as an honorarium and if you have extra financial need as determined by the FAFSA, then Berkeley guarantees to fully cover it. (On the other hand, if you just received a general scholarship or aid package, Berkeley makes no guarantees and could give you zip. They won’t though, because getting students through the UC system is a priority.) You also get an extra advisor (with whom I’ve never met) and I think there was also a push to get Regents’ scholars some priority course registration since all other UC R&C Scholars get that, which will be a huge benefit because you will be able to get the professors and classes that you want.

Honestly, UCLA Regents is a much better deal with its $5500 honorarium, parking, and limited priority registration, but Berkeley is Berkeley. Specifically if you are in sciences, math, or engineering, Berkeley has a much stronger reputation, and as a Regents’ Scholar you will probably do well (of course, there are many non-Regents’ students who excel, but Regents’ is obviously indicative of something good =) . Research experience, top grades, and a keen sense for your major’s subject material will net you a nice job and you will be able to pay off any debts. (don’t take the premed route!)
