Rejected Early Decision

Does this then put one in the regular application pool, reject one completely, or require one to apply again for the regular application?

It depends on the school as for whether they will reject or defer you if you’re not accepted.

You never have to reapply though (as far as I know).

If you are rejected, that’s it. No more chances for the next school year.

If you are deferred, you go into the regular admissions pool.

Correct, you don’t have to reapply (if you were deferred-- rejected means it’s over for you at that particular school), however, it can be a good idea, if you were deferred rather than outright rejected, to update the school with any new information or grades and/or a letter that would make your case stronger.
