I got my rejection letter a few days ago and have been seriously considering applying to transfer into UW later. How competitive are transfer admissions? Would it be better to apply for transfer in my fresman year or sophomore yr?

HI, RiedyZac000
The acceptance rate of 2010-2011 for transfer students is 60% from Washington Community Colleges. (I actually got this info from UW admission a month ago for my research project. Im a UW student)
Usually, you will have the highest chance to get in if you have 90 credits (AA/AS Degree), but you can always apply even if you dont 90 credits. They will also consider your high school transcript if you only have 45 credits or less.

Im sorry. I thought you were an in-state transfer.

Ok. UW accepted 25% OOS transfers this academic year. It seems they will accept more OOS because they can charge you more tution.
