Reporting ACT/SAT Scores Before Submitting Application... Problem?

<p>My counselor (its his first year in high school) says that if you submit ACT and SAT scores before you submit your application, the college will lose them at best and disregard them at worse. Please tell me he is mistaken, as I don't want to pay $200 to resubmit all my scores!</p>

<p>We sent 13 last year all before the application. None was lost. I think it stays on their computer system.</p>
