Hi, I'm in a weird situation, and I searched online for people in the same situation but I haven't come up with anything

So this is what my problem is. I'm an Oregon resident, but while I was at school in September, my parents moved to Pennsylvania. I have been an Oregon resident for about 6 years and have an Oregon driver's license, and I was planning on applying to the University of Oregon for Fall 2011 (Sophomore) for instate tuition and say I get in for instate tuition, will I be able to maintain my Oregon residency because I lived in Oregon for an additional year while attending the UofO even though my parents will probably become a Pennsylvania resident by then? Because if I get instate tuition for my sophomore year, I want to know if I can continue getting it until I graduate.

Second scenario,
If that doesn't work out, I'm planning on transferring to Temple University, but because I have to apply before my parents become residents of Pennsylvania, will I be a non-resident even though I'll become a resident right before or when I start school.

Also, I'm not sure if my credits from my current school will transfer, would it be better to apply as a transfer or as an incoming freshman since that is what I'll basically be, and I'm not worried about that because my high school record is solid enough for guaranteed acceptance.
