This is what it says when you are about to fill out the online application:

To begin applying online or to continue working on your application, select either the Application Part 1 or Application Part 2 link. You may begin work on both application parts, but you must submit Part 1 before you can submit Part 2. </p>

<p>**If you are a U.S. permanent resident, you are required to submit a copy of your green card to the following address: **</p>

<p>If you submit Part 1 by paper, you can begin work on Part 2 online at any time; however the option to submit Part 2 will be available only after we have received and processed your Part 1.
