Resident vs International Admission

Suppose there are two applicants with identical stats, but with the difference that one is a U.S. resident and applies for financial aid, while another is an international student but does not need financial aid. Who among the two has higher chance of admission to top schools like Harvard, Yale, Stanford, Caltech, Princeton?

I omitted MIT from the list becuase it is need-blind for international admissions also. But, AFAIK, many (all?) other top schools are need-aware for international admissions.

To put it in other words, does not needing financial aid more than offset the preference for residents w.r.t. admission?

Thanks.

HYP are also need blind for internationals.
However, even then , the person in the US would benefit because hardly any university can take more than 10-14% internationals even if they are better than domestic students - irrespective of aid.
